DEFINITION
Under general direction, to plan, organize, and direct a social service staff unit engaged in providing employment and social services; and to do related work as required.

DISTINGUISHING CHARACTERISTICS
This is the first full supervisory level in the Social Worker class series. Assignments deal primarily with the supervision of staff providing information and referral services, homemaker, and chore services, adult protective services, in-home supportive services, child protection services, and employment services.

Examples of Duties


ESSENTIAL FUNCTIONS
Plans, organizes, and supervises the work of a unit of social workers engaged in the delivery of employment and social services; discusses or interprets departmental rules and programs to staff and the public; assists and participates in the development of in-service staff development programs; conducts studies and provides casework services for selected cases and programs; works with other supervisors in coordinating the activities of professional and technical staff; refers problems to other agency staff; may supervise facilities and personnel which provide day care services; interviews complainants and makes adjustments if necessary; assists in the development of community resources for all programs which contribute to poverty and dependency; receives and prepares correspondence and prepares reports; evaluates the performance of personnel and takes appropriate action; in small agencies, may be responsible for social workers involved in the provision of the full range of social services including advanced services.

Knowledge of:
The functions of public social services agencies and the principles of public social service administration;
Casework concepts, techniques of interviewing and recording in social casework;
The laws, rules, and regulations governing the operation of public social services agencies;
Techniques of supervision, training, and casework consultation to staff members;
Resources available in the community for referral in employment or social service programs.
Desired skills:
Plan, assign, and supervise the work of a social worker unit, ensuring that work is accomplished in accordance with regulations governing quality and timeliness.
Develop and maintain cooperative relationships with community groups and resource agencies;
Present oral and written reports concisely and clearly;
Analyze a situation accurately and adopt an effective course of action.


Typical Qualifications
Training and Experience

Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

A. Two (2) years of experience performing duties comparable to the Interagency Merit System Social Worker II class. One (1) year of graduate work in social work or counseling may be substituted for no more than (1) one year of the required experience;

OR

B. One (1) year of experience performing duties comparable to the Interagency Merit System Social Worker III class.

OR

C. Possession of a Master's Degree in Social Work or a Master's Degree from a (2) two year counseling program.

Special Requirements:

Possession of, or ability to obtain, a valid and appropriate driver's license.

TYPICAL PHYSICAL REQUIREMENTS

Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 25 lbs.; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, FAX, and other related peripheral equipment such as printers and scanners.

TYPICAL WORKING CONDITIONS

Work is performed in an office environment; sometimes works in a home environment; work may involve stressful situations and include dealing with erratic and sometimes threatening behavior; continuous contact with other staff and the public.

Additional Incentives Child Welfare Services Assignments

Social Workers assigned to Child Welfare Services receive a premium of five percent (5.0%) of their base rate of pay.


Effective January 1, 2023, Social Workers assigned to Child Welfare Services receive a retention bonus of one thousand dollars ($1,000.00) annually during the first full pay period of the calendar year.


Effective February 19, 2023, employees hired as Social Workers assigned to Child Welfare Services receive a hiring bonus of one thousand dollars ($1,000.00) upon completion of their probationary period.
