We're looking for an Environmental Compliance Coordinator to be part of our Environmental Services Group and help administer stormwater activities. This is your chance to contribute towards adoption of a new Tri-County NPDES Permit, collaborating with Orange, Riverside, and San Bernardino counties, in addition to various City departments. Your expertise will drive the future of our community through implementation of the new Permit, ensuring City compliance for municipal facilities, construction sites, commercial/industrial facilities, and assisting staff on various capital improvement plan projects.

DEFINITION

Under general supervision, this position performs a variety of stormwater and non-stormwater compliance inspections and field work in conformance with the City's Storm Water Ordinance and National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Permit for municipal facilities, construction sites, residential, and commercial and industrial businesses. Responsibilities include: erosion and sediment control; evaluation of site design, BMPs related to outdoor work and storage, fueling and maintenance areas, waste handling; illicit connections; compliance with SWPPP and WQMP; material inspection; and observation of BMP construction. Additional duties may include stormwater sampling, database updates, and inter-department coordination.

Knowledge & Education

  • Equivalent to an associate's degree in environmental science, biology, or closely related field with five years of stormwater management experience;
  • Or high school diploma with seven years of public works or environmental inspection experience with emphasis on stormwater compliance;

Knowledge of

  • City NPDES Ordinance, federal and state regulations, BMPs, SWPPP goals, Clean Water Act, engineering concepts, water quality principles, sampling and lab methods, legal descriptions, mapping, and land use laws.

Skills & Abilities

  • Operate GIS, permitting, CAD, office software, and equipment;
  • Research property and legal matters;
  • Prepare maps and engineering documents;
  • Interpret engineering records;
  • Organize records, follow instructions, and meet deadlines;
  • Establish effective relationships with staff, contractors, and the public.

Licenses and Certifications

  • Valid Class C California driver's license;
  • Obtain QSP and one of CPSWQ, CPESC, or CESSWI within 12 months;
  • Desirable: QISP within 18 months.

This position is FLSA Non-Exempt and eligible for overtime.
