SALARY INFORMATION

$6,303 - $8,045 APPROXIMATE MONTHLY* / $36.36 - $ 46.41 APPROXIMATE HOURLY*

  • Holidays: 12 days per year.
  • 80 hours of management leave per year
  • 8-hour floating holiday
  • Vacation: 10 days/year first 3 years; 15 days/year 4-9 years; 17 days/year 10-15 years; 20 days/year 16 years and thereafter.
  • Sick Leave: 12 days per year with a generous pro rata payoff at termination after at least 5 years.
  • Annual leave buy out amount of up to 120 hours of vacation and administrative leave.

ABOUT THE DEPARTMENT

Agriculture Commissioner/Sealer of Weights and Measures

The Agricultural Commissioner/Sealer of Weights and Measures is tasked with implementing and enforcing provisions of California's Food and Agriculture Code, Business and Professions Code, the California Code of Regulations, and local ordinances. The programs and services administered by the Agricultural Commissioner include pesticide use enforcement, pest exclusion and export services, pest detection/eradication, nursery and seed inspection, fruit/vegetable/egg quality control, and apiary services. Weights and measures programs aim to protect consumers and foster equity in the marketplace through the inspection of weighing and measuring devices, testing of prepackaged commodities for conformance with stated weight or volume, price verification inspections, the regulation of automotive fuels and fluids, and weighmaster enforcement.

ABOUT THE POSITION

Under general direction, to supervise and assist in the administration and coordination of the agricultural and weights and measures inspection and enforcement program; and to do related work as required.

DISTINGUISHING CHARACTERISTICS

Under the direction of the Agricultural Commissioner/Sealer of Weights and Measures is responsible for field duties and assisting in departmental administration; may act for the Commissioner/Sealer in that person's absence; and performs other related duties as assigned.

IDEAL CANDIDATE

The ideal candidate has substantial experience in the administration of Agricultural and Weights and Measures programs as well as the development and implementation of departmental policies and procedures. They consistently approach their work with innovation, creativity and big picture thinking. They are an excellent communicator (both verbally and in writing) who can build productive and positive professional relationships both internally and externally, working with staff, partners, other agencies, the public and other stakeholders. They are skilled in conflict resolution and can maintain composure and compassion in challenging situations.

The Deputy Commissioner understands and embraces the importance of public service and will continuously seek ways to improve business procedures and processes. They are an experienced supervisor who effectively motivates staff, fosters continuous learning at all levels of the department and promotes a supportive team environment within the office. Additionally, the ideal candidate has demonstrated experience performing budgeting work and in preparing concise and accurate reporting for external agencies.

Duties may include, but are not limited to, the following:

Performs all duties of Agricultural Standards Investigator III; assists the Agricultural Commissioner/Sealer of Weights and Measures in planning, coordinating and directing the operations of the department; conducts all phases of agricultural and weights and measures inspections; represents the department at state and local meetings as directed; assists in conducting office hearings on agricultural and weights and measures violations; prepares a variety of reports and correspondence; acts as department Safety Officer and Coordinator; develops and maintains department training programs; coordinates the temporary reassignment of personnel to handle heavy workloads or coverage due to absence; ensures safe conduct of department operations; makes presentations to interested groups on departmental programs as requested; acts for the Agricultural Commissioner/Sealer of Weights and Measures and supervises staff in that person's absence in all matters assigned.

Any combination of education and experience sufficient to directly demonstrate possession and application of the following:

Knowledge of: The organization, procedures, and operating details of a county agricultural department; and weights and measures programs; agricultural and weights and measures inspection and enforcement techniques; research principles and methods, including statistics; basic principles and practices of modern organization, administration, and supervision.

Ability to: Plan and supervisor the work of an agricultural and weights and measures inspection and enforcement program; evaluate program operations and recommend changes in procedures and policies to improve efficiency; establish and maintain effective working relationships with subordinates, the public, and others contacted in the course of the work; understand, interpret and apply laws and regulations pertaining to agricultural and weights and measures programs; collect, interpret and evaluate data; express ideas effectively in oral and written form.

MINIMUM QUALIFICATIONS

  • Three (3) years of experience performing agricultural and/or weights and measures inspections and enforcement work.

SPECIAL REQUIREMENTS

  • Possession of a valid California driver's license.
  • Possession of EITHER a valid California Deputy Agricultural Commissioner license OR a valid California Deputy Sealer of Weights and Measures license at the time of appointment AND possession of both valid licensures within eighteen (18) months of appointment.

  • Two (2) years of experience in Agriculture, Biological, or Physical science related fields
  • One (1) year of lead or supervisory experience in Agriculture, Biological, or Physical science related fields
  • None of the above

The noise level in the work environment is usually moderate.
