The Substance Evaluation Section (SES) in the Program Planning and Management Branch (PPMB) has one vacancy for an Air Pollution Specialist (APS) for which it is seeking highly competent candidates with experience in, or knowledge of, alternative fuel production technology, process engineering, and supply chains for oil and gas production or petroleum refining operations.
This section is responsible for implementing the verification requirements of the Low Carbon Fuel Standard (LCFS) Regulation. The section is also responsible for collaborating on development and evaluation of measurement and calculation methods for motor vehicle fuels data and project-based crediting data that support the LCFS program and collaborating on data quality assurance. To implement these responsibilities, duties include ensuring the impartiality and quality of third-party verifications--evaluating and overseeing the screening, training, accreditation, and performance of verifiers and verification bodies. Duties also require existing knowledge or ability to develop expertise in Greenhouse Gas(GHG) emissions monitoring, reporting, and verification, or GHG lifecycle assessment or GHG inventory development.
The successful candidate will work as part of an experienced team, under the direction of the Air Resources Supervisor I (ARSI), utilizing engineering skills and expertise to lead and support audits of verifications and reported data under LCFS. The APS will lead the more complex verification training development and oversight of alternative fuel production or petroleum refining operations in a comprehensive lifecycle GHG emissions reporting and verification program. The position requires close interaction and coordination with a broad range of internal and external experts, verifiers, and representatives from industry. The incumbent will be expected to communicate clearly and concisely through technical reports, memos, letters, summaries, and oral presentations for California Air Resources Board (CARB) management and the general public. The work includes performing field and office investigations, inspections, and reporting on feedstock and fuel production and monitoring systems. Some domestic and international travel is required for performing field investigations and inspections.

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Board's(CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the positionunder Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program needs. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position's designated headquarters location at their own expense.

Previous experience in, or knowledge of, GHG emissions monitoring, reporting, verification, or GHG lifecycle assessment or GHG inventory development; or candidates with specialized experience in petroleum refining, oil and gas production, hydrogen production, natural gas distribution, or alternative transportation fuel production and supply chains is highly desirable.
The incumbent must have the ability to comprehensively understand technical regulations; develop and implement regulatory solutions; analyze industrial processes, supply chains, and data; and present information effectively, both verbally and in writing. Proficiency with Microsoft Word, Excel, Access, and PowerPoint is desirable.
