Under the general direction of the Court Executive Officer or Assistant Court Executive Officer, the Court Chief Financial Officer plans, organizes, and directs the fiscal, accounting, budget preparation/cash flow accounting, payroll, and collection activities of the Superior Court; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS
This single position at-will management class is responsible for the accurate and effective conduct of all financial and budgetary matters for the Superior Court through subordinate supervisory, professional, and technical staff. The position exercises a high degree of independent judgment in the administration and preparation of the Court's budget and all other accounting activities relating to Court finances.
EXAMPLE OF DUTIES

Plans, organizes, manages, and supervises the operations and staff of the financial division including collections, budget preparation and administration, purchasing, payroll, trust accounting and distribution, and accounts receivable and payable; advises staff on complex issues; selects, trains, evaluates, coaches, disciplines, and counsels staff; maintains records for continuing supervision and management of the workload, operation, and programs.

Plans, coordinates, and implements financial and budgetary projects; analyzes and provides information and data to upper management and relevant outside sources; researches and analyzes financial and budgetary issues and assists in determining the fiscal impact of legislation; makes recommendations on financial and budgetary matters.

Reviews accounting reports to assure conformance with revenue expectations and expenditure plans; provides cost-benefit analysis; projects cash flow, and maintains and prepares analysis; prepares quarterly, mid-year, and annual year-end budget projections for management.

Prepares grant requests, implementation documents, and reports; monitors financial administration of grants; investigates and resolves accounting discrepancies.

Represents the court in meetings involving Court, county and state administration; prepares and presents complex financial reports and information.
QUALIFICATIONS/REQUIREMENTS

Education
Graduation from an accredited college or university with a Bachelor's degree in business administration, public administration, accounting, finance, economics, or other closely related field. A Master's degree in business or public administration, accounting, economics, or closely related field may substitute for one (1) year of the required experience.

Experience
Five (5) or more years of progressively responsible experience in accounting, budget preparation, and finance including a minimum of three (3) years supervising professional and technical level accounting staff or any combination of training and experience that provides the desired knowledge and abilities. Additional qualifying experience may substitute for the education on a year-for-year basis.

Health Benefits: The Court offers medical, dental, and vision insurance coverage to full-time employees and their dependents, and provides a generous contribution to these insurance benefits. Employees who "opt-out" of the medical plan may be eligible to receive a monthly stipend.

Life and Disability Insurance: The Court provides a paid basic term life insurance plan for full-time employees, and also offers optional supplemental term life and dependent life insurance and disability policies that the employee may purchase.

Holidays: Full-time employees receive 14 paid holidays per year.

Vacation: Full- time employees accrue 10 days for the first three 3 years of service; 15 days 4-9 years; 17 days 10-15 years; and 20 days after 16 years of service.

Sick Leave: Full-time employees accrue 12 days per year. Upon retirement and to the extent allowed by law, unused and unpaid sick leave may be converted to service time for retirement credit. All other employees will accrue sick leave in accordance with the Paid Sick Leave Law under the Healthy Workplace Healthy Family Act of 2014 (AB 1511).

Flexible Spending Plans: Full-time employees are eligible to participate in a voluntary health care or dependent care flexible spending account. The maximum contribution limits are equal to the statutory contribution limits determined by the IRS.

Retirement: Court employees, meeting membership eligibility requirements, participate in a defined-benefit pension plan through the California Public Employees' Retirement System (CalPERS). Retirement benefit formulas and employee contribution rates are determined by whether the employee had prior CalPERS membership.

Deferred Compensation Plan: Full-time employees may participate in a voluntary 457 deferred compensation plan; paid 100% by the employee. Eligibility for employer-matching is determined by classification.
