The City of Redding Electric Utility Compliance Division is accepting applications for Electric Program Supervisor (Safety). This position reports to the Compliance Officer and will supervise and administer the utility-wide safety program, develop and deliver safety training, perform safety audits, assist in accident investigations and root cause analysis, monitor the health of the safety program, and make adjustments when necessary. Knowledge of safety fundamentals and best practices, Federal OSHA and CalOSHA regulations, auditing practices, and motivating a diverse staff in the area of safety are desired.

Desired skills and abilities for this position include: knowledge of electric system transmission and distribution systems; electric power generation; Federal OSHA and CalOSHA regulations; utility safety best practices and requirements; regulatory compliance and internal controls programs; research, interpret, and communicate applicable regulations; ability to deliver training and develop training materials; ability to comprehend and manage a number of regulations concurrently; ability to perform independent research; ability to be proactive and work independently; ability to collaborate and coordinate with staff and regulatory agencies on safety matters; highly organized; have the ability to multi-task; and gather, evaluate, analyze, and apply information appropriately.

• Supervise assigned professional, technical, and clerical staff.
• Research and analyze difficult and complex safety-related issues and problems. Prepare training, reports, and correspondence. Prepare staff reports for the Redding City Council and other applicable external agencies.
• Work with the Director, Compliance Officer, and other members of the leadership team on developing long-range goals, plans, and strategies relative to the Electric Department's development, succession planning, organizational structure, safety program, labor relations, and assigned projects impacting the Utility.
• Coordinate with Departmental and City Communications staff for internal and external communication of utility-wide emergency operations, safety training, public education, and reporting of compliance-related issues.
• Coordinate difficult and complex activities and projects with other City Departments. Serve as liaison between various internal and external stakeholders to report to the Compliance Officer.
• Recommend, implement, and evaluate goals, objectives, and practices relating to Utility-related administrative safety programs and training.
• Manage employee onboarding and tracking program within the assigned Divisions of the Utility.
• When requested, represent the City of Redding at public meetings, special events, and scheduled community outreach programs.
• Work closely with the Electric Department's leadership team, internal staff, and other agencies to promote safety-related programs that benefit the City of Redding's customers and employees.

Education, Experience, and Special Requirements:
Any combination of training and experience or education that provides the required knowledge, skills, and abilities is qualifying.

• Typical education would include a Bachelor's degree in occupational health, and safety, engineering, economics, business, or other areas from an accredited college, university, or equivalent.
• Typical experience would include two years of experience with a key role in electric utility practices. Other typical experience would include at least two years of increasing responsibilities in safety-related programs, legislative and regulatory requirements, and regulatory reporting.

• Possession of the appropriate California driver's license, or the ability to acquire one within ten days of appointment.
