Full Time (39 hours per week)

SALARY & BENEFITS :

$37.70 - $49.00 per hour. Complete package of fringe benefits including Vacation and Sick Leave, Health Insurance, 17 paid Holidays, and CalPERS Retirement. Travel allowance for field work.

JOB SYNOPSIS & QUALIFICATIONS SUMMARY :

Under general direction of the Executive Director, the Legal Services PRA Specialist is responsible for ensuring the Regional Center's compliance with the California Public Records Act ("PRA") obligations under the Disability Equity, Transparency, and Accountability Act of 2024 (Assembly Bill 1147). This position will lead and direct CPRA compliance within the regional center and manage public records requests in addition to providing support for client-related criminal, civil, and administrative law matters. Will track and respond to all public records requests in compliance with the CPRA, and any other legal requirements or departmental policies. Ensures compliance with federal, state and agency requirements, prepares for and responds to audits from DHHS/OCR or other regulatory agencies. Develops and maintains FNRC's privacy, breach and Public Records Act policies and procedures in coordination with management and legal counsel and as required by agreements with DDS, and service providers. Makes necessary revisions to FNRC's PRA, privacy and breach notification policies and procedures in a timely manner.

Oversees, reviews, and processes civil and criminal legal documents related to FNRC business for assignment/referral to appropriate outside counsel. Administers client appeal hearings, including informal meetings, mediations and state-level fair hearings, ensuring that appropriate calendars are maintained, required paperwork is complete, and that requisite timelines are met. Represents , or assigns representation for, FNRC in client appeal hearings, this may include assignment/referral to appropriate outside counsel as necessary.

Requires equivalent to a Bachelor's Degree in Public Policy, Public Administration, Political Science, or a related field and three (3) years of increasingly responsible professional administrative experience performing a variety of analytical functions, preferably in a local government, public or legal agency. Must be proficient in Microsoft Office Suite including Word, Excel, and PowerPoint. Knowledgeable in applicable federal, state, and local laws, regulatory codes, and regulations including but not limited to the Lanterman Act (W&I Code sections 4500, et seq.), CCR Title 17, and Title 22, State and Federal privacy laws and HIPAA regulations, and California Public Records Act ("CPRA") obligations under the Disability Equity, Transparency, and Accountability Act of 2024 (Assembly Bill 1147). Understands principles, practices, and procedures related to public agency record keeping and the public sector.
