The City of Red Bluff is seeking a dedicated individual to fill the role of Homeless Liaison Officer. This position offers a competitive salary range of $57,807.10 to $73,778.12 annually and is full-time. The job is located in Red Bluff, CA, within the Police Department.
This position is responsible for developing, organizing, and performing the Department's homeless and encampment related services in conjunction with local government agencies, community stakeholders, and non-profit, community-based organizations. The duties include a wide variety of non-sworn field and office tasks including homeless outreach and engagement, facilitation of services, leading of encampment clean-up efforts, coordinating of activities amongst community partners, and attending pertinent role related meetings.
The position requires the individual to be the primary contact and resource for all homelessness-related issues, linking individuals to outside resources, including medical care, mental health services, housing opportunities (including shelters), family reunifications, and drug and alcohol services.
The essential duties and responsibilities include maintaining and making available to all department employees a list of resources available to the homeless, maintaining a list of the areas within and near our jurisdiction that frequently have homeless encampments, organizing, planning, coordinating, and documenting multi-agency encampment clean-up efforts including both pre and post event requirements, documenting, tracking, and managing property stored subsequent to encampment clean-ups, processing evidence and property and providing for release or destruction according to prescribed procedures, communicating, informing on, and enforcing laws and ordinances as necessary, engaging in street outreach efforts involving individuals experiencing homelessness, initiating contact and establishing rapport with unsheltered individuals for the purpose of providing assistance and/or gaining cooperation in vacating camp locations, assisting in complicated and complex issues concerning persons experiencing homelessness, developing and recommending homeless-related policies, programs, and projects, participating in the development and implementation of project goals, objectives, and priorities, conducting research, studies, reports, and surveys related to homelessness, coordinating homelessness-related planning and activities with other local government agencies, law enforcement, City staff and other community-based organizations, interacting with and providing education and resources to residents, service providers, and people experiencing homelessness, coordinating outreach resources to respond to calls for service, coordinating and assisting other police personnel in enforcement, non-enforcement, as well as sensitive and complex situations involving people experiencing homelessness, responding to public, community and residents' concerns and inquiries in a courteous manner, representing the City at various public forums as required to discuss homelessness and related topics, completing written reports and documentation of plans, projects, and results, developing meeting notices and outreach materials such as fliers and brochures, serving as a liaison between the Department and the public including housed and unhoused individuals, and performing related and other duties as assigned.
The tools and equipment used include a personal computer, telephone, copier, fax, vehicle, trailer, utility vehicle, and canine handling equipment. The physical requirements and environmental working conditions include sitting, standing, and walking for prolonged or intermittent periods, and reaching, bending, and twisting at the waist to perform desk work and operate general office equipment, including a personal computer and keyboard, for prolonged or intermittent periods. When working at off-site locations, the physical demands include bending, stooping, standing, kneeling, and walking over uneven terrain to get to homeless encampments and may include exposure to hazardous materials, communicable diseases, persons with mental health and or drug/alcohol addictions, as well as individuals who may be on parole or probation. The outdoor environment is subject to various weather conditions, including exposure to excessive heat and possible wildfire smoke. May require dealing with various animals (mostly dogs). The employee must be able to safely lift and carry various items weighing up to 50 pounds.
Desired minimum qualifications include a high school diploma or equivalent, no prior police experience is required, three (3) years' work or volunteer experience in public service, community engagement or closely related field desired, work or volunteer experience working with unhoused populations desired, knowledge of basic English grammar, spelling, punctuation, and report writing techniques, planning, organizing, and coordinating projects and initiatives; providing effective leadership and building relationships; homeless assistance services and programs; principles of team building and project management; data tracking and performance measurement; and use of a personal computer and relevant software applications such as Microsoft Office (Word, Excel, PowerPoint, and Outlook) and other applicable software programs. Ability to work resourcefully with a minimum of supervision, understand and carry out written and verbal instructions, understand and carry out procedures and techniques for dealing with the public in a tactful but firm manner, communicate clearly and concisely, both orally and in writing, exercise sound judgment and tact, demonstrate initiative, use proper skills in report writing and oral communication, establish a well-rounded understanding of the Department computer system and culture, establish and maintain effective relationships with others. Special requirements include possession of a valid California Driver's License.
