JOB TITLE: Manager Fiscal Services

WORK YEAR: Full time: 7.5 hours per day/12 months/260 days annually (Prorated upon hire)

START DATE: As soon as possible after interviews

SALARY: Salary Schedule 16, Range 34, $345.13 - $440.77 per day

(Placement on salary schedule is dependent upon experience).

Stipend pay for Master's $750 annually or Doctorate $1,250 annually

DEFINITION

  1. the direction of the Fiscal Services department head, the Manager of Fiscal Services directs day to day business functions; maintains necessary data on all business transactions to assure complete financial accountability; facilitates all local, state and federal reports; provides supervision to the accounting staff and other business personnel. The Manager of Fiscal Services provides assistance to Butte County programs and LEAs in all areas of school finance including, but not limited to, budgets, accounting, financial reports, inventory, state reports, and AB1200/AB2756 compliance.

EXAMPLE OF DUTIES (May include, but is not limited to the following)

  1. Plan and maintain business systems in the area of budgeting and accounting

  2. Disseminate, collect and compile budget information and data for county office and/or LEAs

  3. Maintain appropriate accounting systems and controls to facilitate budget control, and efficient data recall for processing all local, state and federal projects

  4. Responsible for completion of all local, state and federal financial reports

  5. Coordinate external auditor needs and the resolution of audit exceptions

  6. Collect data for county office and/or LEA revenue calculations

  7. Monitor and review financial conditions and report to the Fiscal Services department head

  8. Responsible for completion of attendance reporting

  9. Supervise assigned department personnel and ensure maximum staff utilization

  10. Coordinate or assist with a wide range of county office and/or LEA business functions, e.g., purchasing, accounts payable, accounts receivable, inventory, AB1200 and LCAP oversight, financial system trainings, and payroll.

  11. Facilitate execution of contracts between the county office and other LEAs for direct or other services, mandated costs, countywide RFP for special services, etc.

  12. Other related duties as assigned

    QUALIFICATIONS

    Knowledge of:

  1. Professional accounting and auditing work as it applies to governmental and public school district accounting procedures

  2. Principles and techniques of management

  3. Employee training and supervision methods

  4. Financial analysis and research procedures

  5. County office and LEA record controls and financial report requirements

    Ability to:

  1. Supervise and perform double-entry bookkeeping, general accounting, and related statistical analysis

  2. Prepare clear and accurate financial reports

  3. Analyze data and draw sound conclusions

  4. Communicate effectively both orally and in writing, individually and to large groups.

  5. Establish and maintain effective personal relations with staff and constituents

  6. Interpret and apply County Superintendent of Schools policies and procedures

    Experience and Training:

  1. Professional level work experience in accounting and finance for a minimum of three (3) years

  2. Four-year degree or higher in Business, Accounting, Finance or related field

  3. Possess a demonstrable understanding of California public school accounting/finance procedures/requirements

  4. Three (3) years demonstrable experience using accounting software

  5. Minimum one (1) year of supervisory responsibilities
