JOB TITLE:            Categorical Programs and Charter Oversight Specialist

WORK YEAR:        Full time: 7.5 hours per day/12 Months/ 260 Days (pro-rated upon hire)

START DATE:        As soon as possible after interviews

SALARY:                Salary Schedule 6A, Range 24, $23.62 - $34.90 per hour. Placement dependent on experience. Stipend pay for Associate's $250 annually, or Bachelor's $400 annually, or Master's $750 annually, or Doctorate $1,000 annually.

POSITION DESCRIPTION:

Under minimal supervision of the assigned manager, perform highly technical work in the maintenance of financial and statistical data for categorical program budgets and reporting; perform computer input for financial, staffing and other reporting data for site and centralized services budgets; assist management with categorical, contract and charter budgets that adhere to compliance record-keeping requirements. May train and provide guidance to other clerical staff.

CLASS CHARACTERISTICS:

The Categorical Programs and Charter Oversight Specialist classification serves in an advanced clerical role to perform a variety of specialized office support functions related to categorical programs and charter school oversight.

EXAMPLE OF DUTIES: [May include, but is not limited to the following]:

  1. Compile a variety of statistical data for categorical and charter reporting, including budget, staffing costs and expenditures of funds

  2. Maintain compliance records for categorical purchases, staffing costs and school categorical budgets and charter oversight

  3. Create ledgers, spreadsheets, staffing and salary records and forms used for categorical programs compliance

  4. Review a variety of forms and materials for completeness, accuracy and conformance with established regulations and procedures

  5. Review purchase orders and maintain records of categorical expenditures to ensure consistency with established regulations and local procedures

  6. Assist the Categorical Coordinator and Fiscal Department with resolving questions or problems with categorical expenditures, as necessary

  7. Support with troubleshooting data, budget and categorical procedures

  8. Maintain repository for Compliance Monitoring Tools and verify accuracy of submissions for management follow up and approval

  9. Answer inquiries and provide information requiring a knowledge of standards, procedures, rules and regulations, programs and policies

  10. Provide support, with complex formatting and data insertion, for Board documents, staff reports and other compliance documents

  11. Provide support for State assessment distribution and score report notification to parents

  12. Provide support for training site administrative assistants in budgets, data, accountability procedures

  13. Delegate miscellaneous clerical duties

  14. Perform related duties, as assigned

QUALIFICATIONS:

Knowledge of:

  1. Escape or similar financial management software

  2. Methods, practices and terminology used in financial and statistical clerical work

  3. Budgeting and coding procedures

  4. Accounting and advanced recordkeeping principles and procedures using modern office equipment and software

  5. The organization and operation of the educational programs and outside agencies, as necessary to assume assigned responsibilities

Ability to:

  1. Understand state and federal codes and regulations related to program activities

  2. Perform mathematical calculations quickly and accurately

  3. Establish, maintain and oversee complex and varied online and hard copy filing systems

  4. Use modern office technology.  Must possess advanced computer skills and software skills

  5. Communicate clearly and concisely, both orally and in writing

  6. Understand and carry out oral and written instructions

  7. Perform requirements of the job with reasonable accommodation

  8. Establish and maintain effective working relationships

  9. Train and provide guidance to other clerical staff

Requirements:

  1. High School diploma or equivalent

  2. Experience that indicates possession of the knowledge and skills necessary to perform the duties listed above to include:

    1. Three (3) years responsible clerical office experience requiring advanced skills in MS Office applications

    2. Demonstrated experience must reference increasing responsibility in budget support, that includes utilizing financial software such as Escape or other fiscal management system

    3. One (1) year of experience directly supporting school programs
