This job opportunity is for the Tehama County Transportation Commission.  TCTC a dynamic and professional team seeking the right individual to round out their talent.  TCTC is responsible for planning for the entire Road department as well as managing the Transit system (TRAX).

Accountant I:

$20.36 - $24.81 Hourly / $1,628.80 - $1,984.80 Biweekly

Accountant II:

$21.92 - $26.71 Hourly / $1,753.60 - $2,136.80 Biweekly


DESCRIPTION: Performs a variety of accounting functions, and administrative and technical support relative to the planning, organization, and coordination of financial activities within an assigned department or division. Provides professional assistance to departmental/divisional management staff in areas of expertise.

CLASS CHARACTERISTICS: Positions in this classification series are flexibly staffed. This is a multi-level professional classification series in which incumbents may be assigned to either of the two (2) levels, depending upon experience, proficiency gained, and the complexity of assigned functions. An incumbent at the Accountant I level may be promoted to the Accountant II level when work knowledge has been developed, sound work habits demonstrated, and requirements have been met.

Accountant I: This is the entry-level class in the Accountant series. Initially, under direct supervision, incumbents exercise limited discretion and independent judgment in performing accounting and record-keeping activities and may specialize in one or more routine departmental accounting programs. As knowledge and experience are gained, the work becomes broader in scope; assignments are more varied and are performed under more general supervision. Successful performance of the work requires good knowledge of governmental accounting practices and procedures, fund accounting, and fiscal management. This class is alternately staffed with Accountant II and incumbents may advance to the higher-level class after gaining the knowledge, skills, and experience to perform a full range of the more difficult auditing and accounting assignments that meet the qualifications of the higher-level class.

Accountant II: This is the journey-level class in the Accountant series. Incumbents exercise a high level of discretion and independent judgment in performing the full range of routine and complex departmental accounting and financial activities. Successful performance requires knowledge of governmental accounting practices and procedures, fund accounting, and fiscal management. This class is distinguished from Auditor-Accountant in that the latter has overall responsibility for County-wide financial and accounting functions and for implementing and interpreting public policy.

Provides responsible professional and technical assistance in the administration and implementation of the division/department's financial, purchasing, auditing, and accounting programs | Prepares journal entries and reconciles general ledger and subsidiary accounts; prepares monthly financial statements; prepares monthly financial reports | Analyzes and reconciles expenditure and revenue accounts: performs reconciliation of bank statements to the general ledger | Participates in operating an automated office and computerized financial and information system; identifies, develops, and implements new automated applications as needed to facilitate effectiveness and efficiency | Participates in and assumes responsibility for various departmental duties including financial statements, general ledger, and monthly statements; conducts and prepares special studies and reports | Reconciles postings from payroll, accounts payable, cash receipts, and accounts receivable to the general ledger; prepares journal entries | Prepares a variety of financial, cost, and statistical analyses reports including year-end reporting, budgetary, legal documents, and management analysis | Monitors expenditures, revenues, and budget allocations to determine the division/department's financial status and prepares custom reports, graphs and schedules as needed | Researches and analyzes technical transactions, budgets, contracts, and special funds to resolve questions and validate data; assures fiscal accountability and fund integrity for all transactions and supporting documentation | Interprets, explains, and applies general and governmental accounting/auditing principles and procedures, laws, and regulations affecting the financial operations of county government | Assists in the coordination of the annual audits and assumes a lead role as needed | Records and maintains appropriate controls for fixed assets; assists in the County's purchase orders and accounts payable system, auditing and financial analysis, grant accounting, and special reports | Participates in the compilation and preparation of the annual budget, providing personnel cost projections and estimated grant revenues and expenditures, monitoring expenditures to ensure compliance with adopted budget, and assisting in publication of the budget | Evaluates operational policies and procedures and makes recommendations for modifications or changes as needed to maximize accuracy, effectiveness, and efficiency | Performs various office duties as necessary, including preparing correspondence, developing records systems, processing forms, reviewing mail, copying, and filing documents, entering data into the computer, and answering the telephone | Audits departmental and other records to ensure compliance with fiscal policies; performs special audits as requested | Attends meetings, conferences, workshops, and training sessions, and reviews publications to remain current on principles, practices, and new developments in accounting | May assist in developing grant proposals, requests for proposals, requests for qualification, and similar documents as required | Compliance with all provisions of the Health Insurance Portability and Accountability Act of 1996 (HIPAA) if assigned to the Health Services Agency | Compliance with all relevant laws and regulations regarding confidentiality | Performs other related duties as assigned.

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Accountant I/II:

• Graduation from an accredited four-year college or university with a Bachelor’s degree in Accounting or a closely related field; or

• Graduation from an accredited college with an Associate’s degree in Accounting or a closely related field; and four (4) years of experience equivalent to an Accounting Technician and /or full charge bookkeeping for a private sector firm; or

• Equivalent to the completion of twelfth (12th) grade; and six (6) years of experience equivalent to an Accounting Technician III or Accounting Specialist and/or full charge bookkeeping for a private sector firm.

Accountant I: In addition to the educational requirements above, one (1) year of responsible professional accounting experience. Other combinations of education and experience may be considered.

Accountant II: In addition to the educational requirements above, two (2) years of responsible professional accounting experience equivalent to the Accountant I at the County of Tehama. Other combinations of education and experience may be considered.

LICENSE & SPECIAL REQUIREMENTS:

• Requires a valid California driver’s license.

The Department currently has one (1) vacancy.

In addition, Tehama County is establishing an eligibility list to fill future vacancies for an Accountant I/II, as well as subsequent vacancies, which occur during the life of the eligibility list.
